Copied subfigure from ctan.
copy the files from the packages somewhere to MikTex->
2.5->tex->latex and run MikTeX Setting and refresh
the Filename Database using the button "Refresh FNDB" Update formats, too.

Hello,
just a remark, subfigure is outdated and considered as obsolete, the package subfig is recommended instead. I prefer the subcaption package for such tasks, it's working better together with hyperref, I've noticed problems concerning hyperlinking subfigures with subfigure and subfig that did not occur with subcaption.
