The support for war on terror was agreed in a single phone call without proper consultation and without proper legal framework.
There are many faults with this approach:
1). There is no definition of objectives and scope of this war.
2). There is no agreement on swap/handover of prisoners.
3). There is no time frame , its like an endless war. This is related to definition of objectives because without having objectives you cant have time frame.
4). There is no formal agreement on outcomes of this war.
5). There is no formal agreement on responsibilities of parties involved.
6). There is no monitoring mechanism for performance evaluation and verification of ground realities.
An agreement underpinning all these should be finalized and approved from Pakistani, Afghan and US parliaments.
What could be outcomes :
1). Democracy in Afghanistan and Pakistan,
2). Adequate Afghan army and police force to tackle extremism and control internal and external security. For example 500,000 armed forces, and equivalent police force. The US and its allies especially Pakistan would commit resources to establish these two institutions.
3). To get Al-Qaeda leadership.
4). Pakistan would commit certain number of troops in certain areas to settle the Al-Qaeda issue. Pakistans political leadership would conduct adequate agreements with tribal leaders for ensuring safety for our troops in order for them to successfully achieve their objectives.
5). US and allies would commit certain number of troops and related resources to Afghanistan.
6). Pakistan would commit to training Afghan bureaucracy.
7). Pakistan would supply Afghan army.
8). United nations would be tasked with determining ground realities and would advice the parties concerned in case of conflicting opionion.
9). Based on these objectives binding commitment of appropriate resources.
10). All the objectives would be precisely quantified in order to achieve them.
11). Pakistans commitment to extend rule of law and constitution to tribal territory in due course of time.
Unless such an agreement is reached, there will always be a chance that mutual mistrust would make this infinite war into something more dangerous.
